first about the lay off, most of the goverment employee have Union, they need negotiate with Union when they want lay off people, it is not easy; if they need lay off people according the agreement with Union, they will first lay off the people with lower seniority,seniority is very important in the public board;
second the job's pay is not according how many years you work , is according what position you are, so even some people works many years their pay is not much more than those who just started;
these are what happened in my place.
Is this true? Anyone can verify for me?
