That is typical no load voltage.

Voltage of a good lead acid battery should be above 12.4~12.8 volts. This no-load voltage is not critical. More important thing is voltage at load. At load, voltage of the good lead acid battery should be above 10.0~10.5 volts. If you have a good multi-meter, you can measure it yourself.
