------林肯少死些人的愿望是好愿望,但是被现实冰回----书抄与借题。
不久前“糯米粥”网友讲了作者Jon Meacham 的一本书,“And There Was Light”,是关于老老老总统林肯的故事。此书本老汉也在读,觉得其中的一段对此刻的时政有借鉴意义。是说在1865年初,林肯二次当选,修宪的第13修正案(废奴法)在国会两院通过,第二任期即将开始。林肯才去会过“南方和平代表团”,“和平”没谈成。林肯回到华盛顿,给他的内阁提了个建议,有如下一段:
On his return to Washington, Lincoln drafted a message proposing a $400 million compensation plan for slave owners in the seceded states. The money would be paid on two conditions. Half of the sum would be forthcoming if “all resistance to the National authority shall be abandoned and cease, on or before the first day of April.” The rest would be distributed “only upon the amendment of the National Constitution recently proposed by Congress becoming valid law, on or before the first day of July.” The president was offering the white South a bribe (or, more kindly, an incentive) to lay down their arms and to embrace, with compensation, abolition under the terms of the Thirteenth Amendment.
The cabinet unanimously opposed the president. “It did not meet the favor, (and) was dropped,” Gideon Welles (海军部长) told his diary. “The earnest desire of the President to conciliate and effect peace was manifest, but there may be such a thing as overdoing as to cause a distrust or adverse feeling”---particularly in the Republican-controlled Congress(林肯一方的执政党). According to Secretary of the Interior John P. Usher, Lincoln was “somewhat surprised” at the opposition. “How long will the war last?” the president asked the cabinet. When no one replied, he said: “A hundred days. We are spending now in carrying on the war three millions a day, which will amount to all this money, besides all the lives.” Greeted by silence, Lincoln gave up. “But you are all opposed to me, and I will not send the message.”
不全翻译了。简单的说就是林肯向他的内阁建议,给南方的所有“奴隶拥有者”发放4亿美金,让他们停止反对联邦政府并放弃“奴隶”。实质上的“买和平”构想。结果他的内阁全体反对。林肯说,现在打仗一天化3百万,少打100天的仗钱就省出来了,还少死许多人,Why Not? 内阁不同意,我林肯就撤议了。
这个吗………
俯视众人的政治家如林肯,也改不了现实。他的建议,联邦政府这边的“势力”(士兵以上的军人们为代表)不买账。打了快四年的仗,兄弟父儿死了那多(当时无女兵,^_^),怎么也得看到南方的“叛乱分子”被彻底击倒的那一刻。4亿美金?门儿都没有!
而对手的南方叛军也不会同意。战败可以,在家乡还是英雄。投降吗,在家乡的辈分就都丢了。
于是那个“铸剑为犁”建议被消失于无形。而且,俯视众人的政治家林肯不久也被南方叛军的一位“自干同志”,演员 John Booth 给暗杀了。
铸剑为犁,历史上是一个“理想百年后”,对此刻的“俄乌战争”和“以哈对仗”依然是一个“理想百年后”。将来,还会是。
永远的“理想”。海市蜃楼。
政治不是“会计”,账面上有利没用,死的人的一个不能少。没辙。
后注:非常注重实际状况,并“俯视众人”的政治家林肯一定明白“铸剑为犁”的可笑性,他的提议,应该只是在自己的政治高峰处亮出了内心的那一缕“诗情画意”。He couldn’t be serious, I just don’t believe it.
后注2:此刻,作为美国,最好的“犁”,应该是“B21”,“一剑无痕”那种“犁”。
后注3:剑兄,回来侃大山。那个“B21”的长相与三蹦子神似,^_^。但物不可貌相,此“三蹦子”才是“遥遥领先”,*_*。
