The last owners did not disconnect water when they moved out

Last June, I think the faucet neck has a little crack after the whole winter. I showed a plumber and he said I need replace faucet but he is too busy to come now.

This is the forclosure house I just rent out, I have to fix the leaking now and it is the last one I need repair.
