-Yes. When the I-130 priority date is earlier than the cut-off date indidcated in the A Form: i.e., A.  FINAL ACTION DATES FOR FAMILY-SPONSORED PREFERENCE CASES,   then NVC will send the sponsor or your5 brother (the beneficiary) the appointment notice for the interview.
