再次询问8老师关于follow to join

下面是上次帮朋友发帖问的，然后我朋友就发信去问NVC，结果NVC直接回复说他们帮不了我朋友，让联系USCIS。现在应该怎么办？如果继续联系NVC应该怎么解释呢？多谢。

朋友（主申请人，EB类）和她儿子去年就在广领拿到移民签证来美国了。她老公没有一起申请移民签证。现在想给她老公在广州办理移民签证。

1. 这种情况下是不是要提交824表呀？

-Because your friend got the immigrant visa in China to enter US, she cannot file I-824 for her spouse's following to join. She needs to contact the National Visa Center (NVC) for follow-to-join information. She can send her inquiry by e-mail to NVCInquiry@state.gov or by writing to the National Visa Center, ATTN: WC, 32 Rochester Ave., Portsmouth, NH 03801-2909.

Then, NVC will send her instructions for her spouse's following to join.
