USCIS is able to use your previously captured figureprints and other biometrics. it is not necessary for you to appear at a USCIS application support center (ASC) for a biometrics appointment. 

请问像这种情况，我妈现在就可以回国吗？

大家都说打了指纹就可以回国了，像我妈这种情况算打了指纹了吗？

-Yes.

她可以现在回国吗？如果一直没收到批准，她是不是1年之内还是得回美国？

-Altough she does not have to come back to US, it is better to return to US within one year if the reentry permit is still pending in case the reentry permit application is denied (just for 100% of safety).

我查了网上的process time， 现在要17个月，不可能等那么久。谢谢
