我先生拿到绿卡后给我申请follow to join in. 己收到国务院的welcome letter. 我需要用信上的案件号和收费码登录去完成DS-261,可是每次登陆后点击DS-261,就又被退回到登陆界面，无法继续。我写了几次邮件反应这个情况，也没得到解决，这是什么原因和情况？
