请教８老师关于办４８５ 经济担保

我妈妈在美国， 已经可以递交４８５了， 关于经济担保（I８６４）， 我可以直接和４８５申请一起邮寄给USCIS 吗？看下面的信息我觉得好茫然,谢谢指教 !

 

Filing Fee

If you file outside the United States: There is no fee if you file with USCIS or the Department of State.

If you file within the United States: You must file with the Department of State; however, they charge a fee. For more information, please visit their website.
