No, there is not a time limit for application  for an inadmissibility waiver (Form I-601) after an immigrant visa denial, but your father had better apply for it as soon as possible. Once the waiver is approved, it is valid forever.  Thus, your father can contiune his current immigrant visa application, i.e., he will be interviewed again for the immigrant visa and you do not need to re-file the I-130.
