dig it out and do a good cleaning around the black pipe at the foundation, make sure no dirt . Then use a caulking gun with chimney crack sealant to go around the pipe. After that, use a brush to tar a wider area both on the foundation wall and on the black pipe.

Looks like your pipe is not buried very deep, so there should not be too much pressure even when the soil water level is high.
