Rental U & O trouble

1. 我在宾州。我们township 除了住户的 U & O以 外, 要求有一个专门的 Rental U & 0. 这个要求合理吗？这是明显的 discrimination against rental proerpty. 以前没有的. now 主要是给township inspectors找事做。

2. 申请 rental U & 0 ， 1).我首先需要做: Heating, Chimney inspections. 做完了这两项，我才能开始申请 rental U &0.

2).在申请rental U &0的时候我需要填renters人的姓名。就是说跟renters签完合同才能填申请. 申请和Heating, Chimney inspections certificates 交上去以后, township才能给我安排 electric inspection 和 housing inspection(两项, 比 residential U and O 多做total 四项).

 3).我的问题是：我签了 租房lease星期一 tenants move in。 township给我安排 electric inspection 和 housing inspection 用一个星期的时间. 我没过electric inspection. 找 electrician 和完工花一个星期的时间. Township还需要做 electric re-inspection.

Township clerk threaten 我. 如果星期一进去住得话，就send someone there (to harass tenants?)和 fine我.要求我让tenants 变更moving date.可是tenants已经terminated his old lease.星期一进去必须住进去. 我该怎么办？

上一个tenant才住了三个月。我六月份刚做完和过了 rental U& O.

Township 的 ordiance 说, "new inspections are needed each time there is a tennant change over." Nothing more.

Township这么做合理合法吗?
