Chai got it all wrong. This is why.
1. Use NG to replace coal. China does not have enough NG. Even US cannot use all NG in New York. US is still generating 50% electricity from coal. By 2025 US will try to reduce it to 40%. Who mislead Chai?
2. Breaking up PetroChina will not work. The worst pollution is from the individuals burning coals at homes, and small enterprises burning coal in small boilers. Breaking up PetroChina might help on competition, but it might make pollution even worse. The mom-and-pop coal mines are the worst in safety and emission records.
3. The standards of emissions were not created by SEPA of China. What a joke. Of course it was made by SEPA. Don't blame it on others. Who invited the state-owned enterprises to make the regulations? The responsibilities of protecting the environment lies squarely with the government.
4. The SEPA did not have any power. Again the SEPA and local governments are the left and right hands of the state. So blame on whichever branch you want, but we are looking at the state. Get it straightened up.
