I am not sure I understand the problem. Is the bum only going to move to the adjacent cellar? Can the bum choose not move at all? Is the police can only search the adjacent cellar? Does the police have to search a different cellar everyday? Can they search the same cell two days in a row?

The minimum days needed to find the bum is 1 day. If the police search the right cellar. They may never find the bum if they are stupid (or not lucky).
