In English, "liberty" is a philosophical and political concept, that is achieved by "struggles" or "fighting".
Freedom is a tangible thing, the rights of people. Freedom, in meaning, is also more general. For example, we say "freedom of speech"; we can also say "There is no freedom in my boot camp."
