I would say it is free for your daughter. Because ticket for 2 and under is free and she is 2.
As my understanding, "2 and under" means 2 and those who are younger than 2.
She would need a ticket if the term is "Under 2".
This is kind of confusing. Let's us what other people think. Hehe.
